I'm supposed to "edit my torrc". What does that mean?
The torrc
file contains Tor’s configuration options. Most users should not edit it, since unsafe changes can compromise your privacy and security.

The default torrc
provided with Tor Browser is safe and should work for most users.
torrc
is a plain-text configuration file that tells Tor how to behave.
Tor Browser applies its own safe defaults, so most torrc
edits will either have no effect or reduce your safety.

in torrc are treated as comments and have no effect on Tor's configuration.
